After ten years' graduated labour the convict is given a ticket-of-leave and becomes selfsupporting.
The details of population included sex, children and adults respectively, religion and status, that is whether free (immigrants or liberated convicts), on ticket-of-leave, or under restraint.
Convicts with more than six years to serve are transported to the Andaman Islands, where the penal settlement is organized on an elaborate system, permitting ultimately self-support on a ticket of leave and even marriage.
The system now introduced consisted of three principal parts: (1) of a limited period of separate confinement in a home prison or penitentiary, accompanied by industrial employment and moral training; (2) of hard labour at some public works prison either at home or abroad; and (3) of exile to a colony with a conditional pardon or ticket-of-leave.
No colony would receive these ticket-of-leave men.
