The Servians again installed themselves in Upper Albania about 1180, and the provinces of Scutari and Prizren were ruled by kings of the house of Nemanya till 1360; Stefan Dushan (1331-1358), the greatest of these monarchs, included all Albania in his extensive but short-lived empire, and took the title of Imperator Romaniae Slavoniae et Albaniae (emperor of the Greeks, Slays and Albanians).
He too is flouted, and in his rage tortures and slays her and her companions.
At first a part of the population were content with Austrian rule, which provided an honest and efficient administration; but the rigid system of centralization which, while allowing the semblance of local autonomy, sent every minute question for settlement to Vienna; the severe police metho4ls; the bureaucracy, in which the best appointments were usually conferred on Germans or Slays wholly dependent on Vienna, proved galling to the people, and in view of the growing disnffection the country was turned into a vast armed camp. 809; the name Serdica was converted into Sredetz by the Slays, who associated it with sreda (middle), and the Slavonic form subsequently became the Byzantine Triaditza.
This may be explained by a variety of causes, of which the chief is the maintenance by the Slays down to a very late period of gentile or tribal organization and gentile marriages, a fact vouched for, not only in the pages of the Russian chronicler Nestor, but still more by visible social evidences, the gens later developing into the village community, and the colonization being carried on by large co-ordinated bodies of people.
