Delegations (havale) are granted on the provincial treasuries for one or two years in advance, sometimes for a series of years, in order to pay pressing debts too heavy to be met in a single payment.
On the formation of the kingdom of Italy in 1860 they were reduced to the Comarca of Rome, the legation of Velletri, and the three delegations of Viterbo, Civita Vecchia and Frosinone; and in 1870 they disappeared from the political map of Europe.
The delegations are annually summoned by the monarch alternately to Vienna and to Budapest.
In 1920 she went to Russia as a member of one of the various Labour delegations invited to inspect Soviet conditions of government.
Doubts, however, soon sprang up as to its effect upon the minds of Austrian statesmen, since on the 8th of November the language employed by Kllay and Count Andrssy to the Hungarian delegations on the subject of Irredentism was scarcely calculated to soothe Italian susceptibilities.
