Lifeline-service meaning

Referring to discounted basic telephone service provided to low-income subscribers that meet certain criteria. In the United States, the federal Universal Service Fund (USF) subsidizes the Link-Up Program (installation charges) and Lifeline Program (monthly service charges) for subscribers who have an income that is at or below 135 percent of the federal poverty guidelines or who participate in any of a number of federal assistance programs.
