overlay carrier

overlay carrier definition - telecom
A carrier that builds a network that overlays, or approximately follows the same physical layout as, the traditional PSTN. Competitive carriers sometimes deploy microwave or other wireless systems, for example, that duplicate the physical topology of the incumbent carrier.
