light carrier definition - telecom
A company that leases, rather than owns, the network facilities it uses to provide telecommunications transport services. A heavy carrier is a facilities-based carrier, i.e., a company that owns the switching and transmission systems that compose the network it uses to provide transport services. See also carrier.
