HCV definition - telecom
A voice compression technique that encodes analog voice signals based on a series of samples represented as a bit string, which is termed a vector. HCV expands the principles of vector coding used in vector quantizing code (VQC) to model the actual vocal process. See also analog, compression, encode, VCQ, and vector.
