CCLC definition - telecom
In the United States, a minutes-of-use charge billed by the local exchange carrier (LEC) to the interexchange carrier (IXC) to recover costs associated with providing subscriber access to the IXC over LEC local loop plant. The CCLC is one element of the Carrier Access Charge (CAC). See also CAC and equal access.
