Referring to a network component that simply acts upon bits, with no knowledge of, or concern for, the higher level content. Components at the Physical Layer are bit transparent, with examples being E-carrier, Synchronous Digital Hierarchy (SDH), Synchronous Optical Network (SONET), and T-carrier.
