I have the 1998 edition of the Webster's Comprehensive Dictionary (deluxe encyclopedic edition), and the Third New International. In neither of these tomes is "seed corn funding" included. I admit the term has only recently come to my attention, but I would have thought academics within your staff numbers would have deemed it necessary to elucidate.
