U.S. Senator Robert Torricelli, D-NJ, introduced the bill S.1837 on December 18, 2001, to establish a board of inquiry to review the activities of U.S. intelligence, law enforcement agents, and other relevant agencies regarding their roles and shortcomings in not preventing the terrorist attacks of September 11, 2001. On December 18, 2001, the bill was sent to the Senate committee, was read twice, and was sent to the Committee on the Judiciary. It was not passed in this form.
