Unbundled Network Elements definition - finance
The individual parts of a network that the local, dominant telecom companies are required to share with their competitors. The sharing requirement was made in the 1996 Telecom Act, which said that the local, dominant telecom companies are required to offer the individual parts of their network to competitors to resell if the failure to provide access would impair the ability of a startup telecom carrier to offer services.
