A companyÂ’s or governmentÂ’s debt issue that hasnÂ’t been rated by one of the rating agencies, such as Standard & PoorÂ’s. The issue may not be rated because the company or government hasnÂ’t contracted with one of the ratings agencies or the issue is so small that it doesnÂ’t warrant rating.
