The double quotes (") symbol is used to delineate a string of text as in the C statement printf ("Press Enter now.\n");. They are also used to delineate a phrase for searching. If you enter "absolute measurement" in a Web search engine, you are asking for an article that contains the two-word phrase, not one that has the two words individually anywhere within the text.
