Received would work too, though the meaning would be slightly different. From your list of answers, a is the only grammatically correct option.

Actually, receive is the only correct answer. Received would work only if the sentence read “was handled…..”

the answer is “A”
If the past tense “received” is used then the response would be “was” handled.
(Saparris is babysitting his peer: an 18 month old girl).

The only way received….is could work is if the receiving occurred only once, and if the handling is not yet complete. If so, it would still be better to say received….is being handled.
The issue is a simple matter of using tenses to differentiate between two actions, and these two actions sound as if they have already taken place.

It means that the customer service representatives listened to the complaints and then resolved them to the cutomer’s satisfaction. It was done: hence: past tense-received.
