It’s really hard to comment on the correctness of this construction, since it’s really some sort of specific military terminology. It doesn’t have to be grammatical. If that’s what it’s called, then it’s correct. It’s like trying to determine whether AWOL is correct.

It means he will join army in August, or his military service will begin in August, written on military service official document.

Could be Call-Up Time?

It that case, the usage of call/citation period simply means it’s known as both call period and citation period.
