How can an institution (or whatever it is) be prestigious if they advertise in a medium like this?

I think Tim is referring to garbled symbols at the beginning of each line of itemising.  With my Japanese browser setting, what I get is a thin rectangular up-straight.

Change the encoding to Western European ISO, then the itemisation header becomes a bullet.

Interesting (to me), Flam… my character encoding was already set at Western (ISO-8859-15), and that was giving me the black diamonds with white question marks embedded.  Changing the character encoding to Western (Windows-1252) fixed the character problems.

rgarg‘s character problems are another matter.

I guess these "strict professional standards of practice" allow for the spamming of discussion forums with self-aggrandizing advertisements.

I thought you were referring to:

...which is a question followed by an exclamation point.

I have to admit; the writer’s astute use of the english language was really drawing me in, making me want to pack my bags and fly off to BC.
