Yes ‘whom’ is right here becuase it’s the object pronoun, whereas ‘who’ is the subject pronoun. In your sentence, ‘whom’ is the object of ‘depend on’.
The confusion is that ‘whom’ often appears in the subject field (that is, before its verb), and so it’s tempting to use the subject form ‘who’. I don’t believe that using ‘who’ instead of ‘whom’ can be considered wrong as it is so widespread. What is rather silly is the hypercorrection that puts in ‘whom’ where ‘who’ will do.
