When used with procedures, which is correct?

If you mean medical procedures, then operating would normally be used - operating table, operating room etc. With technology then I think operational may be used, eg. operational amplifier. Is this what you mean?

Thanks for the reply. Yeah, except that I usually think of operational as a condition or status. Something is either functioning or in state of readiness that would allow it to operate. eg, Is it "Operator Instructions", "Operating Instructions", or "Operational Instructions"? I believe the first 2 are probably correct.

Yes, either of the first 2 options you cited would be correct depending on the situation.
