This story on Excite.com from Reuters describes the new edition of the Shorter Oxford English Dictionary.  "Muggle" is in their, but not in J. K. Rowling’s sense of the word.

I read in the newspaper last week that Joanne Rowling was successfully defended in a lawsuit another author had filed against her claiming plagiarism for Rowling’s use of the word muggle.
