targeted jobs tax credit

A tax credit offered to businesses undertaking activities that create jobs among targeted classes of the population. For example, a state may allow tax credits for establishing or adding to a corporate headquarters or for constructing or improving an infrastructure project. A 1978 federal program offered a tax credit to employers for a portion of the wages paid to individuals in groups subject to high rates of unemployment.
