hidden agenda
An undisclosed strategy. For example, a politician may oppose a rezoning request by claiming it will result in urban sprawl, when the real reason (the hidden agenda) is that a successful rezoning will result in new businesses that compete with the businesses owned by the politician's friends and campaign contributors.
