In 1901 the population numbered 2,968,529, of whom 4932 were French (exclusive of French troops, who numbered 2537), 2,558,301 Annamese, 231,902 Cambodians, 9 Chinese, 4 2, 940 savages (Min Huong), the rest being Asiatics of other nationalities, together with a few Europeans other than French.
The objection to admitting immigrants was not only to the Chinese, but extended to all Asiatics; but as a large proportion of the persons whose entrance into the colonies it was desired to stop were British subjects, and the Imperial government refused to sanction any measure directly prohibiting in plain terms the movement of British subjects from one part of the empire to another, resort was made to indirect legislation; this was the more advisable, as the rise of the Japanese power in the East and the alliance of that country with Great Britain rendered it necessary to pay attention to the susceptibilities of a powerful nation whose subjects might be affected by restrictive laws.
As late as 1571 Moscow was pillaged by a Tatar horde; but there was no longer any question of permanent political subjection to the Asiatics, and the Russian frontier was being gradually pushed forward at the expense of the nomads of the steppe by the constant advance of the agricultural population in quest of virgin soil.
The words " Asiatic " and " Oriental " are often used as if they denoted a definite and homogeneous type, but Russians resemble Asiatics in many ways, and Turks, Hindus, Chinese, &c., differ in so many important points that the common substratum is small.
It amounts to this, that Asiatics stand on a higher level than the natives of Africa or America, but do not possess the special material civilization of western Europe.
